No Growth In Rose Cutting Stems Planted A Month Ago

HiĀ  I am new to gardening and I would love to have help in any form. I had brought rose stem cuttings from my native to Bangalore and planted them a month ago. I have been watering daily and have once added little compost also. Yet the stems are green with no growth. Not sure what’s wrong. Pls help. Attaching pictures.

Try adding a plastic bag over the top to act as a greenhouse. Keep the soil moist but do not overwater. The plastic will keep moisture in. Here is more:
