Newly Planted Shrub Dying

About a month ago, I planted a spiral evergreen shrub in my front yard island. I followed the planting instructions on the tag, but the tree has only gotten drier and drier and not going to last much longer. I water every other day. The ground in this area is pretty hard, so I dug a 2 foot wide circle for the 1 foot wide base of the shrub and filled the hole with a garden, mulch like compost. I am out of ideas and I am a beginner gardener.

It is possible that there are air pockets in the soil that are affecting the roots. I would step firmly on the root balls to help collapse any air pockets. Flood the area with water to help fill them in. Up its watering as well. It may also have a fungus disease, so I would treat the plant with a fungicide.
