Newly planted Peking cotoneaster..last year.

Hello.
Planted 10 cotoneaster a for a privacy hedge last year.
This spring has seen no growth. In effect they are withering or no he buds at all. We had enormous amounts of rain an the hedges were waterlogged for a week. Can I recover these 10 cotoneaster a or is it game over.

Is the soil well draining? If the plants sit in wet and soil that is not draining it can cause root rot.
Give the plants more time to recover and check the branches.
Branches that snap and break are dead. If they bend they are still alive.
