My weigela tree has very little green on it should I give it time or cut it

We live in Ohio and had a very mild winter

The mild winter may have messed up the plant’s normal cycle. I would give it a bit longer. Giving it a dose of fbalanced ertilizer may help. You may want to check the stems to see that they are still green beneath the bark.
