My Red Bud Tree Has No New Growth And The Bark On 1 Side Has White Patches..

Is there anything I can mix to spray it with?

You may want to give it the "scratch" test to see if it is still alive. It is early yet though and everyone has had such wonky weather.

The white patches could be tree lichens and they pose no harm. You don't have to remove them.
