saving anthurium

My friend found an Anthurium scherzerianum in trash and repotted it. I am trying to save it…pics attached. It has roots. Are the brown leaf stems on stalk root rot? If so, how do I go about this task? Reno, Nevada with night temps are 20-45, days run 35-65. Thanks for your patience and understanding.

The brown papery parts are the remains of leaves that were once on the plant.
It appears the plant had become leggy, likely due to poor light conditions.
