My Crepe Myrtle Is Starting to Grow Its Branches

My crepe myrtle has a clear sticky film on its leaves. What can I do? This is the second year it has occured. Why is this sticky, clear syrup dripping from my crepe myrtle? Please help.

This is likely honeydew from a pest infestation. The most common is aphids. I would treat the tree with neem oil. This will kill the pests without harming people, pets or beneficial bugs. Here is more information:
