Manure in Soil

I have a lot of horse manure. Can I just dig it directly into the soil to sit over winter before I plant my herbs and vegetables in spring?

Yes, I personally do just that. I will add a bucket or two to each of my raised beds in the fall. I do try to work it in a bit before letting it sit for the winter. Then when spring comes I make sure I get into the gardens and raised beds and turn the soil a few more times before planting takes place. I have had very good growing results with this process.
