Limbs Of Bald Cypy

Most of the main limbs have a bunch of smaller limbs growing out of the butt end of the main limb?

Was the tree topped recently or pruned? This would cause water sprouts to form at the ends. Stress can cause buds to send up shoots, as well.

If reachable, you can remove some of them, but it just may cause more to form. Here is more:
