As there are a number of insect pests that could be responsible, it is difficult to say with certainty as to which is the culprit here. That said, I would treat the plant with neem oil. It is a safe and effective insecticide and will help prevent the pest in question from laying eggs on the leaves by making it more difficult for them to adhere. And for those that are any already on the plant, it will smother them and should take care of any insect pests that you spray as well.
