Leaves Not Open

My 3 year old lilac got leaves this spring but they never opened. It was a cold spring. Is it dead?

Very hard to see from the photo, since the plant is out of focus, but it does appear to be infected with something.

Start with a fungicide, and make sure that the plant receives proper care. These articles will help:
