Laburnums grow sport branches that are evergreen non flowering and too long and weeping.

I’ve seen this on many laburnums but can’t put a name to it. They sap the strength of the tree and make it unbalanced. When remove they grow back vigorously. They are like cancer.

If the tree is grown on a rootstalk, the stray branches could be coming from it.
