Knockout rose bush problem

My knockout rose bush which is about 6 feet high has a section where the stems, leaves and buds are red and wilted looking. These sections also seem to have clusters with more buds than the rest of the plant.it had this condition last year too.

I sincerely hope that what you are seeing is just areas of new and vigorous growth on your Knockout roses. However it could also be the dreaded Rose Rosette Virus for which there is no known cure at this time.
