Killing tree roots

I have to remove a diseased mesquite tree and large oleander. If I use an herbicide to kill the roots, how long do I have to wait to plant something else in the area?

The herbicides that you would use would likely be out of the soil within 24 to 78 hours.
Removing the roots from the ground would be important to insure a good healthy planting area may be more time consuming.
