Jasmine Leaves Bumpy And Plant Not Blooming

Question

I have Indian Jasmine, I believed its called Jasminum Sambac. I got it from friends who was moving out, It was blooming really good at his place but since I got it is not blooming much flower and seeing bumpy and broken leaves since last 2 years, see pictures (IMG_9075). I checked for pests closely but nothing found. I could not find much about this types of leaves online. I do top of soil every year, add miracle grow every 3-4 weeks. It does get plenty of Sun. I research as much as i can and believed it is Calcium deficiency, I am not sure though. I also have another variety of jasmine which I believe is grand dukes of Tuscany, see pictures(IMG_9077), It is also developing same type of leaves but not much severe like Jasmine Sambac. I also have Hibiscus plant which is also not blooming, it develops bud of flower and bud gets brittle and drop. I think there is something wrong in the soil since its happening in all flower plants. My mint plant, curry leaves plant, holy basil plant are growing without any issue. Please advice what it could be and how to treat it.

I would say that the problem is the type and frequency of fertilizer.

Make sure that the soil is lacking in nutrients before feeding, since overfeeding will lead to pH imbalances and nutrient toxicity. This is what you are seeing, here.
