Jacaranda Tree – Do you I think the top of this tree is dead?

I live in Springhill, FL, in zone 9. I planted this Jacaranda tree three years ago, it was bought from a nursery and was 6 foot tall when I bought it. It grew to be about 15 foot tall last year, and we had a rough winter, going below freezing a couple times. The bottom of the tree still appears to be alive but the branches are about a month late in producing leaves, it is not old/tall enough to produce flowers yet. The first photo is of it currently in the second photo of it was from last year.

It is likely that it is too damaged to recover. Those shoots at the bottom are the tree’s replacement. Choose one to become the new tree and trim off the rest, and the dead top.

If you cut the tip off of the top and there is still green, then this can mean that it will recover, and you can choose to leave it until it does.
