ive got a pear tree that is producing 1/4 inch size pears that dont seem to get any bigger than that.

Why is it producing any larger than that?

You may have an ornamental pear, bred for flowering and not for fruit quality.
Or if a fruiting pear, it could be related to soil fertility and water management. Irrigate and fertilize adequately from early spring and through the growing season.
