Is Winchester vine an annual?

Bought the plant last year, thinking it was perennial. Mid-May, zone 8a, so far no green parts.

If you are speaking of a Winchester Honeysuckle vine, then it should be hardy in your area. That being said, the picture does look like it did not survive the winter. Bend the vines. If they bend, they are still alive. If they break, they are dead.
