Is This A Fungus On The Leaves? Or Insect Damage?

This is the second year that I’ve had this issue. I moved the plant in the Spring hoping a new location might help. Unfortunately these brown areas on the leaves have recently returned.

Likely, yes. Without treatment, moving will spread the infection around. Treating with a fungicide should be the first step:
