Is it typical for a potted hibiscus to have at least 25 buds – thats what my plant has right now.

There are many different varieties of hibiscus, so my “answer” is more of a guess. Knowing your location and the type…. Were you concerned about removing some to increase the size of the remaining blooms, as some do with peonies? I’m not sure what you question is.
