Is Burning Bush poisonous part of the year?

A neighbor’s husband became very ill and lost his voice due to pruning their Burning Bush at the wrong time of year. They learned it is about 3 weeks in the spring. Can you be more specific?

Burning Bush is toxic only if consumed. It does not pose any threat in the landscape.

The sap could be a skin irritant, but pruning should be done when the plant is dormant.
