Inedible Mulberry Fruit

My mulberry tree has about 99% fruit this year that is inedible. It has fruit as shown that is hard, popped, and does not ripen. Last year this was about 50% of the fruit. What is the remedy?

This looks like Mulberry Popcorn Disease!
