I Received Some Cut Roses and They Have New Sprouts

New sprouts on the stems. If I plant stems, how much should I plant and will they grow and bloom?

Your chances of rooting florist roses, that have been cut and out of water for at least 2 days, are less than 1%. The new growth is coming from a bud at the leaf node, You have nothing to lose but the time and effort.
