I would have expected it to bloom this year, especially since you purchased it from a nursery and didn't grow it from seed. I think I'd call the nursery and ask about it or look up the botanical name that came with your plant. There are different varieties of soapwort and maybe this particular one is biennial and doesn't bloom till the second year. It's also possible it didn't receive enough sun.
