Dogwood tree branches are losing leaves

I live in Florida and my Dogwood tree branches are losing leaves so badly. They are pretty much bare. There is new growth on the base of the trunk but, like I said, the branches are getting more bare. What, if anything, can I do to save this tree?

Dogwoods do not grow as well in full sun.
Also they will need additional water in warmer climates.
