I Have Had My Bell Peppers Planted For Approx 3 Weeks But Yesterday I Found One Up Rooted.the Root Ball And Plant

The plant including root ball was layin on ground. It appeared to have been pushed out of the ground rather than pulled up. Any ideas?

It could be gophers, or any other burrowing animal!
