I have a Tree Style Philodendron that are 28+ yrs old. Very Large, and cannot find any larger pots to replant in. If I cut the

plant back at the bottom off the trunk, will the plant survive and reflush out at the bottom?

Don’t cut it back completely. Leave some portion of a stump, as the new branches will come back from this. These can remain in the same container permanently, so there will be no worry of needing to transplant it again.
