Pussy Willow on singular trunk has branches falling forward

I have a Pussy Willow (4 ft tall) that has one straight trunk with the top cascading towards the ground with no upright branches. It is leaning, as the branches are falling to the front. This is pulling the trunk over with the weight. We have had no catkins on this. We have just moved to this property so we are not aware of the history. Have you any advice on how to maintain this?
