hibiscus didn’t grow

I have a hibiscus that didn’t grow last year. Should I pull it up out of the pot and cut off the roots to get it to grow? I scraped on the root, and it’s a greenish color.

I just want to clarify what you mean when you say it didn’t grow – did you have foliage last year with no blooms? Did it have buds that never bloomed? Tell me about the care of your hibiscus – did you water and fertilize it?

Where are you located? It might be too early to expect any new green growth as hardy perennial hibiscus is one of the last perennials to sprout or break dormancy.
