I Have A 10 Year Old Fern Leaf Peony That Seems To Be Smaller Each Year.

It gets all day sun. I do have other perennials with a foot of it and is about 5 ft from a weeping cherry.

It is possible there is a lot of competition for water and nutrients and the peony is losing out. I would move the nearby perennials elsewhere to give the peony plenty of room to thrive. Planting close together can promote fungal diseases as well.
