I did not cut back my mums last year. Will they bloom this spring

I live in ohio, they have bloomed year after year prior. It is now February.

Yes, they will bloom. Most gardeners cut mums back in late autumn because the foliage deteriorates but this isn’t required. Cutting back in early spring is fine. https://www.gardeningknowhow.com/ornamental/flowers/chrysanthemum/growing-chrysanthemum-flowers.htm [1]
