Container size is important. The tuber must be able to sit sideways in the pot. For the tall growing dahlias, you can add a pole support up to 5 feet tall. The dinner plate dahlia will probably need a large container, 16 to 20 inches; I think I'd consider planting it in the ground. And yes, you can mulch them in a container.
