I have dug out all the plant root. is there a return of red tip photinia disease returning?

Unfortunately, the most effective way to kill the plant is with chemicals. If you prefer not to use chemicals, your best bet is to visit your local nursery for an organic solution, or contact your local extension service for advice. https://agrilifeextension.tamu.edu/ ^[1]
