Removing those junipers will be a chore but at least they are shallowly rooted. Smoke tree needs at least 4 hours of direct sunlight to flower; 6+ hours results in an increased number of blooms. I would dig in 4 inches of compost to replace nutrients that the junipers took from the soil. Smoke tree may grow too large for that spot so keep up with pruning.
