Taking Care of Valentine’s Day Tulips

My fiance bought me some beautiful tulips in a pot for Valentine’s Day and they have already bloomed, and the blooms have died. My grandfather cut the stalks of the tulips while I was at work. I am worried this was a no no. How do I take care of the tulips, and when should I plant them outside?

The stalks should not have been cut, but there is not much to be done for that; and the flowers may still be ok. Tulips do not always respond well to forcing and then planting outside, but it is worth trying. Here are directions on how to do it:
