How Can I Encourage My Iris To Flower?

The Iris have been in the garden about 3years. The tops of the toes are just above the ground. I fertilizer the entire garden once a year with a balanced complete fertilizer.

You may want to cut back on the nitrogen, and go with a fertilizer that is higher in the middle, and end numbers (potassium and phosphorus) This can help with flowering, when your plant is reluctant to do so.
