Honeysuckle vines

Why does my honeysuckle come back only from the bottom each year? I want it to cover an arbor.

Your plant may have had some winter damage and loss.
Is the vine growing enough to began new coverage of the trellis?
Your Honeysuckle vine should be quite fast growing. If it is not growing you may need to make corrections to the growing conditions.
