Hibiscus is growing deformed

I know it’s some insect, my leaves and flowers are growing deformed. I do use neem oil, but cant seem to keep under control. Also not flowering, zone 10b

You may want to try using insecticidal soap on the plant. Read this article to learn about that: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/homemade-soap-spray.htm [1] Also, make sure to clean away any debris or decaying leaves under and around the plant.

If you've over-fertilized it, that would account for the lack of blooms.
