Greenbean pods have no seeds

A large portion of my fall green beans have no seeds in the pods and the pods are hollow. I see no holes or colorization that would indicate insects or disease. When I took a bite of one of the hollow beans it was very tough in texture. What could be causing this issue?

Insufficient watering as they were growing, or too many beans left to go to seed.
