green peppers

2 years ago I put fertilizer on my garden and the past 2 years on my pepper planrs I got real nice plants but no flowers or peppers. Could this be from the fertilizer or do you think there’s some other problem and if the fertilizer has done this? When do you think I will see peppers on my plants?
