Fungus gnats/wilting and falling leaves

I have a Meyers lemon tree. It has had a problem with fungus gnats. I’ve reported the plant twice and the bugs went away for a little while but as soon as I water it, the bugs come back. I’ve tried a fungus gnats control product at my local garden store but I still have little flies. Any suggestions on how to get rid of them for good? I was thinking nematodes but I’ve never used them before. Also, the leaves are starting to curl, droop and fall off. There are a couple of flowers on the tree but not as many as previous. Please help me save my lemon tree.
