Magnolia Tree only partially leafs out

For the last two years my Magnolia Tree only partially leafs out. New growth emerging from branches but end of branches have little or no leaves.

I need a little more information. Are the branch tips brittle or browned/blackened/diseased-looking in any way? Did this start happening after winter? If so, it could be the result of winter injury.

Are there any signs of insect pests, such as scale (see https://www.gardeningknowhow.com/plant-problems/pests/insects/control-plant-scale.htm [1])? Scale is known to cause branch dieback. There is also a twig beetle that can also cause branch dieback in Magnolias (see http://articles.orlandosentinel.com/1994-07-02/business/9406300224_1_beetles-trees-twig [2]).

Do the rest of the leaves on the tree look healthy?
