Euonymus Leaves Turning Brown And Dropping At Top

Three of our 9 euonymus bushes are losing leaves on top branches. They turn brown and then drop, leaving bare branches. No obvious signs on them to indicate what is causing. There is spotting around edges of some leaves.

This could be crown gall going on. Also, it's hard to tell in the photo, but that might be scale on the stem in the last photo.
