Eucalyptus trees

I have a Eucalyptus tree that seems dead from about 2′ from the ground. It has all new growth around the base but nothing above. Should I cut the tree just above the new growth?

The top may have died off. It the whole thing is brittle, then this may be your best option. Can you include a photo so that I can better see what is going on?
