Is this a new planting or an established tree? Have there been weather related stresses? Cold, dry, rainy weather or lack of rainfall?
Do branches snap and break or bend? If they bend there is still some life in the tree.
I have listed a couple of articles that may help you pinpoint some possible issues with the tree and good tree care.
