Lavender can sometimes take anywhere from a couple weeks to a couple months to germinate, as such they are normally grown from seedling plants. That said, if you have the patience go for it.
Start the seeds early (preferably in soilless potting medium) and place the seed tray on a heat mat or in a warm location so that your seeds germinate well. Keep moist (misting helps) until germination takes place. Then place them in sunlight and keep moist but not wet. Once they have their second set of leaves, they can be transplanted to their permanent location.
