Do I put the basil inside a bag with holes and tie together with stems and bag?

Yes, that is a great way to dry Basil.

Just a note, if your growing and drying lots of herbs investing in a dehydrator may be worth it. The herbs dry quickly and retain nice color. You can do large bunches quite quickly.
