Does the dogwood trunk need to be wrapped?

Previous owners of a dogwood wrapped the tree with cloth. Why would they do that?

There are many reasons for this. Sometimes trees are wrapped to protect exposed tree bark (that had been damaged prior) in the winter or to protect the tree from sun scald injury. Other times it is done to protect trees from insect borers and gnawing rodents.
