Do you know what this is on my panda plant?

My panda plant has Mark’s on it like this in different varieties, this is a picture is after 2xs of being washed with rubbing alcohol. I put meed oil on it today. The 2 other plants it was by has nothing wrong with them at all. Can you please help, this stuff doesn’t wipe off, it will scratch off but I’m not willing to hurt my plant like that. If more pictures are needed let me know I’ll send more.

It looks like a pest, such as mealybug. You are on the right track with the treatments. They are hard to get rid of and take several applications.
