Can Rubber Tree leaves that have dropped off the tree cause other plants to die when they settle on them by the wind putting them there?

This would depend on if they are infected with a fungus or even have an infestation.
It is always best to clean up dead plant material and dispose of.
Sanitation goes a long way to healthy growing plants and gardens.
